Annotation:This is the first in a series of reports, co-authored with JBL Associates, evaluating two federal grant programs for Pell Grant recipients. Academic Competitiveness Grants (ACG) encourage rigorous study in high school to promote success in college, and the National SMART (Science and Mathematics Access to Retain Talent) Grants encourage college students to major in subjects in high demand in the global economy, such as science and engineering. This report examines first-year (2006-07) implementation of the programs, with a focus on eligibility and participation levels, characteristics of participants, trends in high school course-taking, and implementation issues. Among other findings, the report indicates that fewer grants were awarded than planned, about 300,000 ACGs and 60,000 National SMART grants. Students majoring in life sciences received the largest share of National SMART grants. State percentages of first- and second-year students receiving ACGs at four-year institutions varied from 32 percent to 4 percent. At two-year institutions, the range was 6 percent to less than 1 percent. Recommendations for strengthening the programs included improved marketing strategies, better communication between high school and college counselors, and development of a core high school curriculum for college admissions that meets ACG eligibility requirements.
