| Annotation: | Unlike almost all other federal elementary and secondary education programs, most Title I-A funds are allocated to individual schools. After serving all schools in an LEA with a percentage of students from low-income families of 75 percent or more, if any funds remain LEAs are to select additional schools to be served in rank order, based on their percentage of students from low-income families. At this stage, LEAs may choose to consider only schools at one or more grade levels—elementary, middle, or high schools. Analyses presented in this paper show that many high-poverty high schools are not classified as eligible for Title I-A. Specifically, almost 1,300 high schools have a percentage of students from low-income families at or above 50 percent, but they are not eligible for Title I-A.
