Annotation:This testimony before the United States Senate Committee on Health, Education, Labor and Pensions, describes what the author refers to as the "debt for diploma" system, and its impact on young peoples' choices about college, and opportunities for upward social mobility. The report focuses on issues of college access and affordability, examining trends in enrollment, completion, and cost, and provides a proposal developed by Demos to strengthen the federal financial aid system so it again delivers on the promise of ensuring access regardless of family income.
