Annotation:In this article the author "examines how student preparation and college supply interact with the usual factors of tuition, financial aid, and family background to explain state by state variation in public college enrollment rates among Black, Hispanic, and White youth over the 1990s." The author presents information which supports that variations in state expenditures on state need-based aid and its investment in public higher education can help explain variable enrollment rates. Additional information is provided to help explain other variations in enrollment trends. The author concludes with some critiques on policies which may not be the most effective in terms of promoting equitable access to higher education.
