Annotation:The Foundation’s research program has two main raisons d’êtres: 1. To support the legally mandated evaluation process which must take place by June 2003; and 2. To support efforts to improve the Foundation’s products and make them more useful to clients. Since the Foundation’s purpose is - according to section 5 of its legislation - to improve access to post-secondary education (PSE) by giving money to students in need, the research program must take its cue from that mandate. Thus, the central question of the research program is: Does money matter?
