Annotation:The purpose of this Background Paper is to assist the Canada Millennium Scholarship Foundation (CMSF) to develop a comprehensive research agenda. This research agenda will be organized around two broad themes – access to post-secondary education and how students finance this education – and developed through extensive consultations with stakeholder organizations and experts. This paper identifies knowledge gaps that must be addressed in future policy research on post-secondary education in Canada. It does so by highlighting what is already known about factors determining access to post-secondary education, and the role of various forms of student financial assistance in this access.
